Programs of Strategic Emphasis Waiver

The Programs of Strategic Emphasis Waiver, also known as the BOGO Waiver, applies a 50% discount to all eligible classes for students enrolled in specific programs. The Florida Board of Governors created the waiver to incentivize enrollment in certain undergraduate STEM majors or other strategic programs intended to fill critical gaps in Florida's workforce.

To qualify for the Programs of Strategic Emphasis Waiver, students must meet certain eligibility criteria, including:

  • Classified as a Florida resident for tuition purposes.
  • Working toward first bachelor’s degree.
  • Earned at least 60 semester credit hours toward a baccalaureate degree within 2 academic years after initial enrollment at a Florida public post-secondary institution.
    • Initial enrollment is defined as the first registration in a public post-secondary institution after earning a high school diploma.
    • The 60 credit hours must be earned/granted at a Florida public post-secondary institution.
    • Dual enrollment from high school credits earned at a Florida public post-secondary institution count towards the 60-credit requirement if the student begins initial enrollment at a Florida public post-secondary institution.
  • Accepted and enrolled in a qualified program as the student's primary major.

How is Waiver Eligibility Determined?

Only certain students and classes are eligible for the waiver, including:

  • Only upper division classes (3000-4000 level) required to complete the academic program are eligible.

  • Courses may be taken in the fall, spring or summer terms.

  • The waiver will only cover up to 110% of the number of required credit hours for the program.

    • We determine this figure based on the number of credit hours required at the time that a student is admitted to the major, regardless of whether the number of hours required increases or decreases at a later point in time.
    • Accelerated credits used to meet degree requirements count towards this 110% limitation.
  • If a student’s registration puts their total program hours over 110% of the required hours, all eligible courses may not be covered by the waiver.
    • For example:
      • You need 132 hours to meet your degree requirements (as determined by ľ¹ÏÊÓÆµ), so the waiver will cover up to 145 hours.
      • If you have earned 140 credit hours so far and you register for 8 upper-level credit hours, you have 148 total program hours.
      • The waiver will only cover 3 of the 8 hours, even if all of the courses are otherwise eligible.
    • If your term is only partially covered, this is your last term of waiver eligibility.
  • The waiver will be applied to all eligible courses/hours for that semester. Students will not be allowed to save up waiver hours for use in future terms.
  • The waiver cannot be applied retroactively to prior terms.
  • Courses classified as self-funded, or market rate are not eligible.
  • The waiver will not be applied if a student’s tuition and fees are being covered/waived by any other statutory waiver (e.g., DCF, Homeless).

What Will the Waiver Cover?

The Programs of Strategic Emphasis Waiver will not waive all tuition and fees, but offers a discount toward eligible 3000 or 4000-level undergraduate courses. If granted, the waiver will cover 50% of:

  • Tuition
  • Tuition Differential Fee
  • Student Financial Aid Fee
  • Capital Improvement Fee
  • Health Fee
  • Athletic Fee
  • Activity & Services Fee
  • Technology Fee
  • Transportation Fee
  • Facilities Fee
  • Green Energy Fee
  • Pro-rated Flat Fees (calculated as a per credit rate based on total registered hours)
  • Distance Learning Fees
  • Lab Fees, Material & Supply Fees, and Equipment Fees

Which Fees are Not Covered by the Waiver?

This list includes some of the tuition and fees not covered by the waiver, but is not comprehensive:

  • 1000 to 2999 (lower-level) undergraduate courses tuition and fees
  • Graduate level courses tuition and fees
  • Tuition and fees for any self-funded or market rate course
  • Tuition and fees covered by any other waiver
  • Excess hours surcharges
  • Repeat course surcharges
  • Late registration fees
  • Late payment fees
  • Fees for books and supplies
  • Other non-tuition related fees not explicitly stated in applicable tuition and fees list

Frequently Asked Questions

How do I apply for the waiver?

There is no application for the Programs of Strategic Emphasis Waiver. ľ¹ÏÊÓÆµ will identify eligible students based on academic records, major and enrollment each term and will automatically apply the waiver to student accounts. If you feel that you meet eligibility requirements, but were not automatically identified for the waiver, then please contact the  Office of the Registrar to request a review.

When will the waiver apply to my account?

Because the waiver is based on enrollment, it will not be applied until after the drop/add window for the term has closed. They are typically processed by the end of the second week of the term.

What happens if I change my schedule?

Because the waiver covers 50% of applicable tuition and fees for eligible classes, the waiver might need to be adjusted with schedule changes that impact your tuition/fee assessment.

Changes to your waiver may take 2-3 business days to reflect in Student Self-Service.

What happens if I change majors?

Eligibility is determined at the time the waiver is to be applied to a student’s account. If a change in major occurs during the same term that a waiver was applied, they will lose eligibility for the current and future terms and the waiver will be removed from their account.

What if I'm double-majoring?

As long as the student's primary major is included in the list of eligible CIP's they will qualify for the waiver, even for courses that are not technically part of the primary major, but satisfy requirements for the secondary major.

Does ľ¹ÏÊÓÆµâ€™s Grade Forgiveness process impact my eligibility?

Grade forgiveness will change a student's earned hours and could affect a student's eligibility for the waiver. This could include removal of the waiver for prior terms.

How does the waiver affect my financial aid eligibility?

This wavier will have no impact on financial aid eligibility. The waiver is only applied after all federal, state, and institutional gift aid (like scholarships and grants) is awarded. 

Who determines what is covered by the waiver and which programs are eligible?

Policies for the Programs of Strategic Emphasis Waiver are maintained by the Board of Governors of the State University System.
